The lifecycle programmes use the same inspection and recertification toolchain. The retrofit programme is a separate conversion package that re-uses the missile stock the lifecycle programme has already certified.

At its Soviet-era peak the Tbilisi plant produced more than six thousand R-60 and R-73 class air-to-air missiles a year. Today the workshop services the same missile classes for legacy operators — inspection, recertification, component renewal, and ground-launch retrofit on the same equipment that built them.
